Description:
Here is a short and less descriptive version, as the one I made before is kinda big for a Jutsu description. The Jutsu mixes the Kanashibari (Temporary Body Paralysis Technique) and Souzou Saisei no Jutsu (Creation Rebirth Technique) together with Killing intent. The user stores an ever-increasing amount of concentrated Killing Intent into the very core of their soul, and when this is unleashed, the Killing Intent forms into a hazy red aura around the user. This aura sends images of death, rape, and torture of all kinds into the minds of the people around the user. A persuasive voice will also tell those people to just drop down and give up. Of course, the normal effects of killing intent are there as well, just a much harsher and terrifying version. You cannot dispel this Jutsu as you do with normal Genjutsu or killing intent, and no person has found a counter yet, except pure will power and a hardened mind, but even that will falter after sometime. If used for to long or to many times in just a few days, the effects of this Jutsu will target the user as well.

The range of this Jutsu can change depending on the user, it can even hit a whole village at once, but the farther it goes, the weaker and harder to control it gets. The cost of Jutsu is also increased a hell of a lot, enough to kill even the maker of the Jutsu, Yakunen Luna, in the time span of one minute if he targets an entire village the size of Konoha. After use, the user will have to sacrifice whatever energy he has left, physical and mental, to force the killing intent back to the core of his soul. Luna rarely uses this Jutsu as it targets everyone around him, meaning both opponent and ally is affected. The power of this Jutsu changes from person to person, as it depends on how much killing intent the user can store without going crazy. This is why Luna meditates everyday, so he can stand the effects of the Jutsu better than he normally would be able to and keep it from attacking him when used. He also does it to create the necessary mental walls to keep the Jutsu from affecting him in his everyday life, as it is constantly targeting his mind with a less powerful killing intent than the normal one used when the Jutsu is used. Without his meditation, he would probably go crazy in just a few days.

Description:
The user opens the first two gates as they begin to run around their target. As the shinobi is running around the target. The wind begins to pill up and form a large tornado. The wind is very powerful and picks up the target within it. This wind is very powerful and can drive the most powerful of shinobi crazy when trapped within it. It is unavoidable once it starts. The shinobi moves at an unviewable sight even the sharingan cannot keep up with it.

Description:
After using the leaf tornado jutsu and the target is trapped within the tornado. The user unstraps his tap around his hand. The user then opens the third and fourth gates. As the user opens the gates he jumps from the side of tornado and strap the tap on the target tieng his two hand together. It should take the target a while to notice the tape because of the speed of the tornado and the intensnse motion. As this is happening the user of the jutsu punches the target and as the target is falling down he center of the tornado the user pulls him up and punches him in the gut. He then opens the fifth and sixth gate and begins to attack the target with a combo of kicks and punches. After doing that he ties more tape on the target and opens the seventh gate and spins him around the tornado and power drives the target into the ground.

I guess this could be called constructive criticism...

I think the dude is moving far to fast. When Kishimoto states that he doesn't put guns in Naruto, because he doesn't want Ninja to be able to evade bullets, I think making a Tornado with speed alone is kinda too much. Also, the whole moving faster than the Sharingan can see is not working. Even a normal person would be able to see it, if he just has enough Taijutsu experience, so it really depends on the person he is fighting. Ignoring those two points, I like the Jutsu. If you could change it so the person is also using chakra to make the Tornado and maybe even opening another gate or two to boost his/her/its movements (So it actually will be hard for almost everyone to see him), it would be much more acceptable. A question though... Is it unavoidable when the person is stuck in the tornado, or when the user initiates the Jutsu?

This one looks very good, though you should probably change the gate thing depending if you use what I said about the last Jutsu or not (The part about opening a gate or two).
